Job Posting – Program Manager, Tygart Valley United Way

Position Title: Program Manager- Financial Stability
Reports to: Community Impact Director
Under the general supervision of the Community Impact Director, this position is responsible for programming relating to Financial Stability, including West Virginia 211 and VITA.
Essential Functions
VITA Tax Program
• Leads strategy and design of United Way’s free tax preparation efforts, leveraging virtual strategies and working to break down barriers for community members in accessing services.
• Designs, plans, manages, evaluates, and improves all elements of United Way’s VITA/EITC program; mobilizes community partners and oversees volunteers; and serves as a liaison between United Way and community partners, funders, and customers.
• Executes marketing and outreach efforts, ensures compliance with all IRS VITA Program policies; recruits, trains and supervises operational and volunteer activities at multiple tax sites during tax season; produces internal and external program reports.
• Develops and implements a multi-year plan to increase the impact and sustainability of financial stability programs and makes recommendations about future financial stability programs and investments.
• Develops innovative strategies to increase uptake of free tax preparation services, particularly for BIPOC communities, and improve quality of services provided
WV 211
• Coordinates the Tygart Valley United Way’s Information & Referral program and provides effective service to clients.
• Responsible during business hours for taking all information and referral calls through 211 or the United Way office.
• Manages the information technology aspects of the WV 211 service including the iCarol database, publications, and an internet presence.
• Manages the process of keeping agency information up to date by contacting agencies as needed for current information.
• At all times, respect the confidentiality of all parties accessing WV 211 services. • Assist with marketing and outreach activities for WV 211 services.
• Assists in organizing program participation in community events to promote WV 211 services and heighten the presence of United Way in the community.
Direct Service Financial Support Programs
• Design and implementation of United Way’s direct service support programs, including Family Fund programs through the CDBG program.
Designs, plans, manages, evaluates, and improves all elements of United Way’s Family Fund programs; working with Community Impact Director and municipality contacts to ensure all reporting and outputs are in place.
• Executes marketing and outreach efforts, ensures compliance with all state and federal regulations.
• Develop materials and program policies; recruits, trains and supervises operational and volunteer activities; produces internal and external program reports.
• Develops and implements a multi-year plan to increase the impact and sustainability of financial stability programs and makes recommendations about future financial stability programs and investments.
• Develops reporting functions to ensure all reporting requirements are met through the municipality partners, state development office, and federal agencies.
Other Activities
• Actively participates in efforts to reduce racial disparities and systems of oppression. • Assist with United Way events and activities, including campaign, etc. • Other duties as assigned by supervisor or CEO.
Knowledge/Skills Required
• Must have strong writing and public speaking skills, strong interpersonal skills working with groups and individuals. Strong organizational and time management skills. • Experience providing supervision to staff and volunteers.
• Ability to respond effectively to the most sensitive inquiries or complaints/ability to consult with clients and partners.
• Effectively work in a team-based environment.
Job Type
• Full-time, Exempt
Salary
• $36,000 per year
